On day 2 of the wrangle over the mode of discussion on price rise, Lok Sabha Speaker Meira Kumar ruled out the admission of an adjournment motion. The Opposition promptly chalked out separate plans to take on the government. Sources said the Left and its fellow travellers, TDP, AIADMK and BJD, are not keen to prolong the disruption. The BJP, on the other hand, plans to seek a discussion under rule 184, which also entails voting, though the government can choose timing of the debate. BJP sources said a decision will be taken on Thursday after consulting fellow Opposition parties who had given notices to the Speaker, seeking an adjournment motion. As for Thursday, party sources said the plan is to force an adjournment in both the Houses and then march to Rashtrapati Bhavan to meet President Pratibha Patil and submit a memorandum on price rise. The Left, TDP, AIADMK and BJD will hold a sit-in at Parliament. The Left has its own compulsions, as it has to contend with the Trinamool in the wake of a notice given by its member Sudip Bandyopadhyay for a discussion under rule 193. In no case do the Left parties want to boycott the House and let the Trinamool get an opportunity to initiate the debate.
They also can't let the NDA claim the non-Congress space either. "We will not disrupt the House," said CPM's leader in Lok Sabha Basudeb Acharia. "The Speaker's decision is unfortunate," he added. Deputy leader of the BJP in Lok Sabha Gopinath Munde said the Speaker's ruling has come as a "shock" to the common man. Efforts are afoot to get both Opposition camps together. NDA convenor Sharad Yadav is in touch with Left parties. Sources in the government said now the discussion can be held under rule 193. The Speaker can take congnisance of the notice by Bandyopadhyay on Thursday itself or wait for notices from Opposition parties. While rejecting the notices, the Speaker appreciated the "concern expressed by the Opposition over price rise", but said "the adjournment motion can only be extracted in case of failure of the government to perform its constitutional and legal duties". The House was then adjourned for the day. Finance Minister and Leader of the House Pranab Mukherjee said, "There has not been any failure of the government as enjoined by the Constitution and law." He said the government is willing to have a discussion on the issue but not under an adjournment motion, which could be admitted only "if the financial discipline is not restored" and "if the normal laws of economy are not allowed to be performed".
